The photograph depicts a large number of men waiting to enter the Grand Rapids Butcher's Supply Co. building at 12-14 Campau, which served as the City Services Employment Bureau during 1930-31. Work was assigned at this site and was given only to male heads of households who had passed investigation checks.
"Record Snowfall, 73 Inches, Thus Far Costs $103,000." (Grand Rapids Press, January 29, 1930, p.4) indicated very high levels of snowfall since October 1 since the Weather Bureau has kept records, even more than the 1917-18 record setting depths. The City of Grand Rapids paid for snow removal work with scrip, but later paid with cash as well.
325 men worked on snow removal, while another 135 were working on water mains, Ken-O-Sha Park clearing, and clearing of land for the new City Services buildings on Market Avenue SW at the river. Note the snow on the brims of several hats.
